1. INTRODUCTION
The Restorative Justice Steering Group, under Le Ch?ile Mentoring,
are inviting tenders from individuals, companies or consortia to
support pre-development work and complete a feasibility report for a
theatrical production that will seek to capture and communicate the
experiences of victims, offenders and restorative justice workers.
Applicants will require experience in theatre facilitation and
production. An understanding of restorative justice / the youth
justice system is desirable.
2. CONTEXT
Le Ch?ile Mentoring is a national, volunteer mentoring and family
support service, which works with young people and their families,
where the young person is involved in or at risk of offending.
Established in **Apply on the website**, Le Ch?ile works in
partnership with the Probation Service, An Garda Siochana, Oberstown
Children Detention Campus and other agencies to reduce the level of
crime in the community. Le Ch?ile recruits, trains and supports over
**Apply on the website** volunteer mentors across **Apply on the
website** counties to provide a supportive relationship for young
people and parents referred to us. As well as the mentoring service,
Le Ch?ile also runs a dedicated Restorative Justice Project in
Limerick and Clare and a number of family support programmes across
the country.
Restorative Justice is a means of responding to criminal behaviour by
balancing the needs of the community, the victim, and the offender. It
differs from the traditional justice systems, in that traditional
approaches can focus on establishing blame and imposing a punishment.
A restorative approach is adopted when working with young people in
the justice system and this approach can act as a catalyst for change
in the juvenile justice system. It empowers young people to transform
their behaviour by offering them an opportunity to be accountable for
their actions, make amends and move on from the harm caused.
3. PROJECT DESCRIPTION
The Restorative Justice Steering Group, is looking develop a
theatrical production that can capture and communicate the experiences
of victims, offenders and Restorative Justice workers, placing context
on the crime, the impact of the crime and positive outcomes than can
be achieved from taking a restorative approach. We aim to achieve this
by capturing the stories and experiences of people who have been
through the restorative justice process in order to dramatically
develop a story made up of these composite experiences. This work will
involve listening to stories and then shaping them into an artistic
form ready for performance. An essential element of such a project is
the pre-development stage. The successful applicant will write up a
feasibility report on this with recommendations on how to take project
forward.
4. PROJECT SCHEDULE
This project should be completed within 3 months of signing contract.
5. PROJECT TASKS:
* Identify and undertake consultations with relevant stakeholders;
* Identify appropriate creative practitioners and what they would
need in order to undertake such work;
* Identity the existence of some models of best practice in applied
theatre work of this nature, both nationally and internationally;
* Identify what would be required of Le Ch?ile and the Restorative
Justice project;
* Identify relevant safeguards that would need to be in place;
* Identify potential risks and mitigations if project is progressed;
* Write up feasibility report that will include, but not be limited
to, the points referenced above and make recommendations on:
* How to take project forward
* Projected timelines
* The final report should be tailored to make it accessible and
relevant to potential funders of the project (e.g. Arts Council,
Creative Ireland).
* The successful applicant will prepare a brief presentation of the
report for delivery to the Restorative Justice Steering Group
6. OUTPUTS
Final report with recommendations on proposed theatrical production,
including feasibility, potential barriers, potential risks and
mitigation of risks and estimated cost.
7. KEY COMPETENCIES
The successful candidate should have:
* Experience in theatre production
* A knowledge of applied/community theatre practices
* A knowledge and understanding of Restorative Justice is desirable
* Strong communication skills
* Strong facilitation skills

as confidential and by submitting an offer, the Tenderer agrees to be
bound by the obligation to preserve the confidentiality of all such
